The University of Pécs joined the principles of the Charter and Code in 2010 and has gradually made progress in implementing these principles.
Another milestone is the participation in the accreditation process of the European Commission's HR Strategy for Research, which is in line with the PTE Strategy

What is HRS4R?

A The Human Resources Strategy for Research (HRS4R) is an initiative of the European Commission since 2008 to implement the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (Charter and Code). Commitment to HRS4R is a voluntary process that means long-term efforts and coordination for the institutions.
The Charter sets out general principles and requirements for researchers and their employers to promote successful performance in knowledge and technology development and in career development of researchers.
The Code of Conduct for the Recruitment of Researchers defines the principles and requirements that employers should consider when recruiting or appointing researchers. These principles emphasize a transparent recruitment process and equal treatment of all applicants.
The European Commission awards the HR Excellence in Research Award to institutions that meet the criteria, a high standard of professional and supportive working environment for current and prospective staff.

The HRS4R process

The process is illustrated in the flowchart below, with the milestones showing the path that institutions will follow during the accreditation.

The initial phase starts with the application for the HR Excellence in Research Award. This includes the submission of the Endorsement Letter, after which institutions have one year to prepare a self-reflective gap analysis and OTM-R checklist, later on formulate an action plan based on it. If the institution has submitted all the necessary documents and the assessors find the documentation in order, the European Commission will give out the HR Excellence in Research Award.

It is followed by the second phase, which aims at implementation over five years. During this phase, the action plan is implemented, followed by an interim evaluation two years after the award, where a revised and improved action plan is created. Its implementation will occur over the next three years, concluding with an in-person evaluation. If the assessors consider the processes effective, they will renew the HR Excellence in Research Award.

The results will be evaluated, and the action plan will be revised in 3-year-cycles. Every second evaluation in each cycle will occur in person, with interim evaluations online.
